Position Summary
The Deputy Energy Marshal supports the Energy Marshal Manager in the execution, coordination, and field-level control of electrical energization, de-energization, and Lockout/Tagout (LOTO) activities for large-scale data center construction projects.

This role assists with energization readiness, documentation control, LOTO tracking, access control, field verification, and stakeholder coordination to ensure work is performed safely, consistently, and in accordance with Hays Electrical Services’ Energy Control Program, NFPA 70E, OSHA standards, and project-specific energization protocols.

The Deputy Energy Marshal serves as a field execution partner to the Energy Marshal Manager, helping maintain real-time visibility of energized work boundaries, electrical room status, equipment readiness, and compliance with approved energization and energy-control processes.

Key Responsibilities

  • Support implementation of the project energization and LOTO governance program within HES’ electrical scope of work.
  • Assist the Energy Marshal Manager with execution of the project-specific energization safety plan and related energy-control procedures.
  • Help coordinate energization planning with field supervision, commissioning representatives, the general contractor, vendor partners, and other project stakeholders.
  • Participate in energization readiness meetings, daily coordination meetings, and field planning discussions to confirm scope, sequencing, hazards, and required controls.
  • Assist with reviewing and organizing required documentation, including PTPs, LOTO plans, energization schedules, AHAs, equipment certifications, QA/QC records, and related closeout documentation.
  • Maintain organized, audit-ready energization and LOTO documentation in accordance with HES and project requirements.
  • Support daily updates to single-line diagrams, breaker schedules, energized equipment postings, LOTO tracking boards, and room status logs to reflect current field conditions.
  • Assist with verifying that LOTO procedures are properly applied, documented, monitored, and maintained throughout energized and de-energized work activities.
  • Support control of LOTO stations by helping verify locks, tags, permits, boundaries, authorization lists, and access requirements before switching or start-up activities begin.
  • Participate in pre-energization field inspections to confirm equipment condition, labeling, barriers, signage, access restrictions, QA/QC closeout status, and hazard boundaries are in place before energization activities proceed.
  • Assist with end-of-day verification checks to confirm equipment, electrical rooms, and controlled work areas are left in a safe and secure condition.
  • Maintain a strong field presence in electrical rooms, energized gear areas, energization preparation zones, and locations where switching, testing, or commissioning activities occur.
  • Communicate observed risks, documentation gaps, equipment status changes, and field-level issues to the Energy Marshal Manager and applicable project leadership.
  • Assist with validating qualified-worker status, training documentation, and project orientation requirements for personnel involved in LOTO, switching, energized work, or work on de-energized electrical components.
  • Support commissioning and turnover activities by helping communicate equipment availability, system status, access limitations, and readiness conditions.
  • Reinforce expectations for energized work boundaries, controlled access, human-performance awareness, and high-risk activity management in the field.
  • Ensure all activities remain within HES authority, focused on energy-control support, field verification, documentation accuracy, and safe execution within the electrical scope of work.

Education & Qualifications

Required

  • 3–5 years of electrical construction experience with exposure to medium-voltage and low-voltage systems, electrical equipment installation, start-up, or commissioning activities.
  • Working knowledge of NFPA 70E, OSHA 1926 electrical safety requirements, and LOTO principles.
  • Ability to read and interpret electrical drawings, single-line diagrams, equipment schedules, and basic energization documentation.
  • Experience supporting field inspections, construction documentation, LOTO activities, electrical testing, commissioning support, or similar field execution responsibilities.
  • Strong organizational skills with attention to documentation accuracy, field tracking, and status communication.
  • Ability to communicate effectively with field supervision, electricians, commissioning personnel, safety representatives, and project leadership.
  • Ability to maintain a consistent field presence and reinforce energy-control expectations in active construction and commissioning environments.

Preferred (not required)

  • Licensed Journeyman Electrician or equivalent electrical trade background.
  • Prior mission-critical or data center construction experience.
  • Exposure to energization planning, equipment start-up, commissioning, or Energy Marshal program support.
  • Training certifications in NFPA 70E, LOTO, or electrical safety/energization programs.
  • Experience with digital documentation platforms such as Procore, Bluebeam, or similar systems.
