Position Overview:
The Training & Development Manager is responsible for the design, implementation, and oversight of training
programs that ensure a safe, skilled, and compliant workforce, as well as direct management of the Training
Team. This role focuses on workforce readiness, skill development, supervisor capability, regulatory training,
and career development. The Training & Development Manager partners closely with Operations, Safety, and
HR to ensure training directly supports productivity, safety outcomes, and talent pipeline sustainability.
This is a hands-on execution focused role with measurable impact on employee performance and
compliance.
Essential Job Duties:
Training Team Leadership
• Directly manage and develop the Training Specialist and Training Coordinator roles.
• Set clear performance expectations, priorities, and accountability for training delivery, logistics, and
documentation.
• Conduct regular 1:1s, development planning, and performance reviews for team members.
• Coach the Training Specialist on curriculum design, facilitation quality, and continuous
improvement.
• Guide the Training Coordinator on scheduling, tracking, LMS administration, and compliance
documentation.
• Standardize training processes, templates, and quality standards across all programs.
• Lead the development of an annual and quarterly training plan, translating it into executable work for
the Training Specialist and Training Coordinator.
• Assign projects, deliverables, and tasks to ensure clear accountability and execution timelines.
• Ensure handoff between design/development/execution (Specialist) and logistics (Coordinator) are
clean and timely.
• Manage team workload effectively to ensure operational and compliance deadlines are met.
Training Strategy & Program Management
• Develop and maintain a comprehensive training strategy aligned to operational needs, safety
requirements, and workforce planning.
• Oversee a variety of training programs for field and office employees.
• Build structured learning pathways that align with established career paths.
• Oversee day-to-day execution of training programs through the Training Specialist and Training
Coordinator.
• Review and approve training schedules, materials, and delivery methods.
• Ensure training records, certifications, and compliance documentation are accurate, current, and
audit ready.
• Act as escalation point for training gaps, scheduling conflicts, and compliance risk.
• Partner with Safety leadership to reinforce a strong safety culture through training.
• Design and deliver leadership training for foreman and supervisors such as communication,
accountability, and leadership.
• Support onboarding and readiness training for new supervisors and project leaders. Reinforce
company standards, policies, and expectations through training.
Measurement & Continuous Improvement
• Develop training evaluation surveys to monitor and assess training effectiveness and engagement.
• Track training completion, effectiveness, and ROI.
• Use data to improve curriculum, improve delivery, and create business cases for new training
programs.
• Oversee the LMS to ensure the content library is accurate and accessible to learners.
• Prepare training dashboards and reports for leadership and managers.

Position Requirements:
Minimum Qualifications
• Bachelor’s degree in HR, Training & Development, Construction Management or related field, or equivalent experience.
• 5 years of experience in training or workforce development with 3 years of direct people management
experience.
• Deep understanding of the principles of adult learning.
• Prior experience working in the construction industry.
• Strong project management and facilitation skills.
• LMS administration experience.
• Advanced skills Microsoft Office skills.
• Tech savvy.
Preferred Qualifications
• Prior experience developing and delivering training in a multi-site environment.
• Prior knowledge of apprenticeship programs.
• Prior experience using Articulate 360, Adobe Captivate, or other similar platform for creating learning
content.
